Filming in Brampton - COVID-19 Information

​​​​​​​​​​​​All production companies are to adhere to the Ontario Section 21 Health and Safety Guidelines for the Film and Television Industry approved by the Ontario Ministry of Labour, Training and Skills Development.

These guidelines provide guidance for producers, production representatives, supervisors and working professionals to identify and mitigate potential COVID-19-related workplace hazards.

  • In general, film, television and commercial production companies are required to ensure workplaces are safe; that their cast, crew and communities they operate in are protected; and that physical distancing is maintained as much as possible.
  • All companies operating in Ontario are required to have a COVID-19 plan in place for their production and must appoint a joint health and safety committee and/or a health and safety representative.

The following safety guidelines, protocols and information apply to all location filming activity which takes place on City of Brampton property and supplements or supersedes the Ontario Section 21 Health and Safety Guidelines, where applicable. These special protocols will be in place until such time health officials advise that it is safe to modify or remove them. The City of Brampton Film & TV Office is working closely with its partners at Ontario Creates, Peel Public Health and our Brampton Emergency Management Office to continue to monitor risks.

Please contact BFTO for more information on any of the following:

  • Access to certain City of Brampton-run facilities (for filming, holding or washroom access) and other City services and equipment rentals may not currently be available. Additional services may be available with advanced notice (i.e. aggregate delivery, sign removal, etc.). 
  • The City of Brampton has indicated many assets to allow for controllable filming activities. In addition, lines of communication with private organizations interested in working with the industry have been established.
  • Filming details must be reviewed and approved by BFTO, and extra advanced notice will be required.
  • Complex scenes that run the risk of increased physical touchpoints with public property must be discussed with and approved by BFTO before applying. 

  • Productions must use BFTO's new letter of notification template, which includes links to guidelines for detailed safety information and an updated Code of Conduct for Cast and Crew.
  • In response to COVID-19, the Brampton Film & TV Office has revised the neighbourhood petition and/or approval/objection solicitation process to limit the physical interactions between film crews and residents/businesses as much as possible.
    • Productions will no longer canvas door-to-door and will letter required residents/businesses with a release form indicating their intention to film. Residents/businesses will then be asked to object by phone or email. If a majority do not object to the intention to film, a film permit will be issued.
    • See Appendix A below for a detailed step-by-step guide for the new process.
  • Parking Considerations – All productions seeking parking considerations in neighbourhoods may continue to apply online. Please​ contact BFTO with any questions on this process.
    • Keep in mind, however, the only parking offences which will be waived by this Parking Consideration are:
      • Parking between 2AM and 6AM 
      • Parking for more than three hours; and
      • Parking a Large Motor Vehicle, provided the vehicle is designed for recreational use (with or without an attached recreational trailer, if applicable).

Road Occupancy & Access (ROA) Permits are actively being issued, but all film activity ROA Permits will be reviewed on a case-by-case basis.

BFTO is working closely with the Downtown Brampton Business Improvement Area to minimize any disruption to businesses throughout construction and the ongoing COVID-19 pandemic.

  • Region of Peel Watermain, sewer replacement, road repair and resurfacing - The Region of Peel has started Phase 1 of their construction along roadways in downtown Brampton. Planned to go into 2024, the project will have many phases and will affect possible permits production can obtain - i.e. traffic permits, parking and other facility uses. More info here.

The Process for Collecting “Signatures”

1. BFTO advises Location Manager of the need for signatures, provide a map or specify addresses for the collection of those signatures, once a filming application is received.

2. Production representative to submit Signature Release Form to BFTO for approval (i.e. to ensure the 24-hour response date/time is clearly stated and contact info is provided)

3. Obtaining signature - Production representative must always wear hi-viz clothing, and a mask, provided by production upon delivering Signature Release Forms.

4. While delivering individual Release Forms, the production representative must take photo records of the forms in the mailbox and a photo of the home that includes the address. These photos are to be kept on file by the production for proof of delivery.

5. Production representative is to collect via email and/or phone call any objections from residents.

6. Production representative is to keep records of all objection phone calls and all emails received and then provide BFTO with the records of all objections and a map of the objections received, (indicate using an "E" for email and "P" for phone call).

7. Complaints concerning not receiving a release notice can be solved with the records of pictures taken of the household (process #4).

  • Brampton Film & TV Office staff are working a hybrid in-office and remotely until further notice. Staff is available to facilitate site tours and meetings as necessary. 
  • All filming permit documents should be filled-out, signed and uploaded digitally and submitted via email to film@brampton.ca. All final Brampton permits will continue to be sent via email.
  • Location filming permissions may be subject to change if they conflict with any public health measures and safety restrictions in place at the time of application.
  • Productions will be asked to resolve payments of any City of Brampton invoices, contracts and security deposits through cashless methods.
