Refreshment Vehicles

​​​​Whether you'​re operating a food truck, ice cream or hot dog cart, this page will guide you through the application process for obtaining the necessary licences and permits to operate in the City of Brampton. Please carefully review the requirements for your specific class of vehicle and follow the instructions to submit your application online. If you do not have access to a computer, assistance is available at our kiosk location.​

​​​​​​​​​​​​​​Refreshment Vehicles Definitions

Class A - “Refreshment Vehicle Class A” means a Refreshment Vehicle from which the food or refreshments sold are prepared in a commissary or are prepared or apportioned at the Refreshment Vehicle, but which is not exclusively a vendor of factory pre-packaged frozen products and does not remain at a static location. For example, a catering truck.

Class B - “Refreshment Vehicle Class B” means a Refreshment Vehicle which is non-motorized and does not require a health certificate from the Region of Peel’s Medical Officer of Health because it is exclusively a vendor of factory prepackaged frozen products. For example, an ice cream bike.

Class C - “Refreshment Vehicle Class C” means a Refreshment Vehicle or refreshment vehicle trailer which is stationary in a Static Location and from which any food or refreshment sold is prepared or apportioned at the Vehicle. For example, a food truck or hot dog cart.

Class D ​- “Refreshment Vehicle Class D” means a motorized Refreshment Vehicle which sells soft or hard ice cream prepared or apportioned at the Vehicle but which is not stationary in a static location, unless otherwise approved by the Licence Issuer. For example, an ice cream truck. ​​​

Application Requirements

  1. A valid Ontario Driver's Licence (Minimum Non-Graduated, Non-Probationary Class G Licence – G1 or G2 not acceptable)
  2. You must provide 1 of the following:
    a. Canadian Birth Certificate
    b. Canadian Citizenship
    c. Landed Immigrant Status 
    d. Permanent Residence Card
    e. Refugee Status (accompanied by a Work Visa)
  3. Level 2 Criminal Rec​ord Search obtained from municipality of residence, valid for 120 days from date processed
  4. Drivers Abstract from the Ministry of Transportation (Only valid for 30 days from date of processing)
  5. Application Fees
    • Driver 1 Year $116.00
    • Driver 2 Year $234.00​​​​​​

Application Requirements

  1. Level 2 Criminal Record Search obtained from municipality of residence, valid for​ 120 days from date processed (Only required if applicant is over the age of 18)
  2. You must produce 2 of the following:
    a. Canadian Birth Certificate 
    b. Canadian Citizenship
    c. Landed Immigrant Status
    d. Permanent Residence Card 
    e. Refugee Status (accompanied by a Work Visa)
  3. May provide a valid Ontario Drivers Licence or Ontario Photo Card as 1 of the required pieces of identification
  4. Application Fees
    • Driver 1 year $116.00
    • Driver 2 year $234.00​​​

City of Brampton Class C Driver Application Form

Application Requirements

  1. 1. Level 2 Criminal Record Search obtained from municipality of residence, valid for 120 days from date processed (Only required if applicant is over the age of 18)
  2. You must produce 2 of the following:
    a. Canadian Birth Certificate
    b. Canadian Citizenship
    c. Landed Immigrant Status
    d. Permanent Residence Card
    e. Refugee Status (accompanied by a Work Visa)
    f. A valid Ontario Driver’s Licence or Ontario Photo Card as one of the required pieces of identification.​
  3. Updated: Refreshment Vehicle-Specific Requirements
    a. A letter of permission from the property owner confirming the site’s zoning, access to washroom facilities for staff and patrons, and compliance with all applicable municipal by-laws.
    b. Proof of site location (such as a site map) showing the refreshment vehicle’s location on property and compliance with minimum 50m separation from brick-and-mortar restaurants and 5m from other refreshment vehicles. Four or more refreshment vehicles will require 10m separation.
    c. Confirmation of waste disposal procedures, including the provision of a visible garbage bin for customer use and daily removal of waste.
    d. A valid Mechanical Safety Certificate from the Ministry of Transportation (if applicable) issued within the last 36 days). adsf
    e. High-pressured fuel source certificate (if applicable): Required for trucks using propane, butane or natural gas.

Application Requirements

  1. Business Information
    • Articles of Incorporation
    • Business Registration (required in addition to Articles of Incorporation, if operating name differs from Incorporation Name)
    • Vehicle Ownership
      • Original Vehicle Ownership (both sides)
  2. Certificate of​ Insura​nce​
    • Certificate of Insurance, on City of Brampton Insurance form, 2 million dollar liability insurance (All vehicle serial numbers must be listed)
  3. Original Mechanical Safety
    • Mechanical Safety Certificate from the Ministry of Transportation (Valid for 36 days from date issued)
  4. Propane Certificate
    • If the vehicle is powered by either propane or natural gas then a Propane or Natural Gas Certificate and Propane or Natural Gas Sticker is required
    • The propane canisters used in the catering truck must be current
  5. Health Approval
    • Health Certificate from the Region of Peel, Health Department (905-799-7700)
  6. Inspe​ct​ion
    • You can schedule your appointment once your paperwork has been submitted/approved and payment has been made.
  7. Application Fees
    • Class A Plate (Coffee Truck)  $353.00​​​​​​​

Application Requirements

  1. Business Information
    • Articles of Incorporation

    • Vehicle Ownership
    • Bike Registration Number if applicable
  2. Certificate ​of Insurance
    • Certificate of Insurance, on City of Brampton Insurance form, 2 million dollar liability insurance (All vehicle serial numbers must be listed)
  3. Operator Criteria
    • Each operator must complete Driver/Operator application
    • Operator must show 2 original identifications (ex. Birth Certificate, Canadian Passport, or Ontario Drivers Licence)
    • The Operator needs to bring in the employment letter from the employer
  4. Insp​ection​
    • You can schedule your appointment once your paperwork has been submitted/approved and payment has been made.
    • Our office requires that all original documents be supplied. Photo copies will be made in our office and originals will be returned.
  5. Application Fees
    • Class B Plate (Ice Cream Bike) $285.00

Application Requirements

  1. Business Information
    • From Articles of Incorporation
    • Business Registration (required in addition to Articles of Incorporation, if operating name differs from Incorporation Name)
  2. Certificate of Insur​ance​
    • Certificate of Insurance, on City of Brampton Insurance form, not less that 2 million dollar liability ( All vehicle serial numbers must be listed)
  3. Vehicle Ownership (if applicable)
    • Original Vehicle Ownership. Licence will be issued to the name on the plate portion of ownership​​
  4. Original Mechanical Safety
    • Mechanical Safety Certificate from the Ministry of Transportation (Valid for 36 days from date issued)
  5. Documents provided by the property owner
    • A site plan provided to you by the property owner indicating where the cart will be located on the property, including the distance from the property lines
    • A letter of permission from the property owner or occupant clearly identifying the location of the cart and the zoning of the property. The letter from the occupant will confirm that the licensee has full access to the washroom facilities.
  6. Zoning Approval
    • The site plan stamped and signed by a Zoning Plans Examiner (311) approving where the cart will be located
  7. Health Approval
    • A Health Certificate from the Region of Peel, Health Department (905-799-7700)
  8. Propane Certificate
    • Certificate of Propane Inspection
    • Ensure propane tanks are permanently affixed to the vehicle and sticker is affixed to the window of the Chip/Food Truck
    • For Hot Dog Cart provide a propane inspection approval certificate valid within the current year
  9. Ownership for cart
    • Cart ownership, registration, or bill of sale
  10. Licen​sed Operator
    • Each plate must have one licensed operator. The City of Brampton Photo Licence must be provided on the day of the inspection
  11. Inspection​
    • You can schedule your appointment once your paperwork has been submitted/approved and payment has been made.
    • Our office requires that all original documents be supplied. Photo copies will be made in our office and originals will be returned.
  12. Application Fees
    • Class C Plate (Hot Dog Cart/Chip Truck) $285.00

    • Ministry of Transportation Annual Inspection Sticker on window
  5. Propane Certificate
    • If the vehicle is powered by either propane or natural gas then a Propane or Natural Gas Certificate as well as sticker is required
  6. Health Approval
  7. Ins​pection​
    • One refreshment Vehicle Class D Driver must be licensed for each plate
    • The vehicle will be inspected at the time of your scheduled appointment
    • You can schedule your appointment once your paperwork has been submitted/approved and payment has been made.
    • Our office requires that all original documents be supplied. Photo copies will be made in our office and originals will be returned.
