Inclusionary Zoning

On October 25th, 2023, the Province rele​ased Bill 23, the More Homes Built Faster Act, 2022.

Bill 23 proposed an amendment to O. Regulation 232/18: Inclusionary Zoning, including:

  • Establishing an upper limit of 5% for the number of units or total gross floor area to be set aside as affordable
  • Setting a maximum affordability period for Inclusionary Zoning units to 25 years
  • Prescribing an affordable price for Inclusionary Zoning Units at:
    • 80% average resale purchase price for ownership units
    • 80% average market rent (AMR) for rental units

Bill 23 received Royal Assent on November 28, 2023. The City is currently waiting for the updated regulation to be released by the Province to proceed with development and implementation of Brampton’s first Inclusionary Zoning framework.​​​

Inclusionary Zoning has been identified as a planning tool available to municipalities to require the provision of affordable housing through the development process in key, transit-supported locations. This helps to create mixed-income housing developments in Brampton, particularly in areas receiving significant transit investment where the market may not deliver affordable options on its own. By adopting Inclusionary Zoning, this is one way that Brampton can help create complete communities, where people of all incomes can afford to live, work and play.
